MANAGER, NATIONAL PROGRAMS

Summary

Working out of Washington, DC, the Manager, National Programs will have programmatic, communications, and administrative responsibilities for grantmaking associated with NFWF’s national programs. The current primary national program will be the America the Beautiful Challenge (ATBC), a collaborative public-private grant program for locally led ecosystem restoration projects that advance terrestrial and watershed restoration, resilience, equitable access, workforce development, corridors and connectivity, and cooperative, cross-jurisdictional conservation.

The Manager will work closely with NFWF staff, federal agencies, and other program partners to develop and implement grant making strategies and processes that address pressing nationwide conservation issues to achieve measurable conservation outcomes. The Manager is responsible for assisting in the development of funding opportunities, managing funding sources, interacting with existing and potential grant/contract recipients, coordinating proposal review, providing technical assistance to grantees, reviewing/approving grantee or contractor reports, coordinating with the grants administration team to assure the effective implementation of the Foundation’s grant administration policies, and drafting recommendations for staff and Board action. All activities are closely coordinated with the Program Director, National Programs (Program Director), Program Manager, Coordinator, other Foundation staff, and public, private, and non-governmental partners.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Contribute to the design and implementation of national conservation programs and strategy in coordination with the Program Director, and other national program team members, various advisory committees, Foundation program staff, Science and Evaluation team, Government Relations, contractors, agency liaisons and the Board.
  • Support annual proposal review, contracting, and management of active grants/contracts with the Program Operations and Grants Administration teams and the Program Director. Work with program advisory committees and funding partners to solicit, review and develop funding recommendations; work through established NFWF processes to finalize grant award decisions.
  • Assist with managing a portfolio of high-profile grants including developing, coordinating, and implementing project-specific technical assistance plans/strategies with grantees; negotiating milestones with grantees; monitoring and reporting on grant progress (using Foundation technical and financial tracking databases); reviewing and approving grant deliverables and progress reports; and working with contractors to assess project performance.
  • Assist in managing funding source(s) for national programs (including subgrants) and the operations of the Foundation, including supporting preparation of grant applications and amendments, monitoring expenditures, preparation and submission of financial and programmatic reports, and coordination with agency project officers.
  • Participate in Foundation-wide efforts to ensure compliance with requirements regarding use of funds, data management, and quality assurance, or other compliance matters. Ensure activities are communicated and coordinated with the Program Director, other Foundation staff as appropriate and Foundation agency liaisons.
  • Manage content and timely updates of communication and outreach initiatives for national programs, including information for the Foundation’s website.
  • Seek opportunities for and facilitate the sharing of information among grantees, contractors, and partners on lessons learned and accomplishments of grant-funded projects.



SECONDARY DUTIES AND RESPONSIBILITIES

  • Keep abreast of scientific and policy developments that may affect the Foundation’s work to promote national conservation activities.
  • Recommend new processes where needed to improve existing processes.
  • As requested, serve as spokesperson for the Foundation regarding national conservation programs, their conservation objectives, and accomplishments.
  • Prepare and/or assist in the preparation of various descriptive and evaluative reports as directed.
  • As necessary, manage and work with contractors to meet deadlines and accomplish objectives.



MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)

  • Three to five years’ experience and advanced degree or equivalent experience with concentration in ecology, conservation sciences, biology, or related field preferred.
  • Three years’ experience in funding program or grants management and administration experience required.
  • Experience working in conservation and/or management and liaising with conservation interests preferred.
  • Ability to organize and prioritize work and meet deadlines.
  • Strong attention to detail and follow-through.
  • Experience managing and coordinating the work of others, including contractors, grantees, interdepartmental teams, and other partners.
  • Experience working with federal resource agencies; experience managing cooperative agreements preferred.
  • Experience with or knowledge of federal environmental compliance (NEPA, ESA, NHPA, etc.) preferred.
  • Experience with or knowledge of Tribal Nation and Indigenous conservation, restoration, natural resources management and/or Traditional Ecological Knowledge preferred.
